Dallas, Texas, has claimed the coveted title of the best city for corporate headquarter relocations, while Charlotte, North Carolina, follows closely behind.
Austin and Raleigh also have made impressive showings, demonstrating the growing appeal of these urban centers.
Dallas Mayor Eric Johnson was understandably jubilant, noting, “Dallas has been on an economic winning streak in recent years and shows no signs of slowing down heading into 2025.”
His confidence is palpable, and with good reason—Texas’s reputation as a business-friendly state continues to bolster its economic allure.
But what’s driving this Southern surge?
The survey reveals a trifecta of factors: a favorable workforce, competitive tax policies, and cost of living advantages.

Tess Fay, Vice President at South Carolina-based Global Location Strategies, highlights the region’s logistics and infrastructure advantages as critical components.
“The South has always been attractive for projects due to its logistics and infrastructure strengths,” she notes, underscoring the strategic advantages that the Southern states offer.
The survey also highlights the Southern states’ knack for economic development.
A significant driver is their investment in site readiness and workforce training, which has resulted in an impressive inventory of business-ready locations.
John Boyd Jr., principal of The Boyd Company Inc., emphasizes that the demographic shift to the South, coupled with sound fiscal policies, has positioned the region as a frontrunner for business relocation.
“The South wins the business climate race,” Boyd asserts, pointing to the seamless cooperation between economic development professionals and major utility companies that cater to consultant inquiries and promote these states effectively.
Intriguingly, South Carolina has been recognized for having the best manufacturing workforce, thanks to its comprehensive workforce training initiative, readySC.
This program, in collaboration with the state’s technical colleges, has created an exemplary labor-management climate, cementing South Carolina’s status as a manufacturing powerhouse.
While Southern states bask in their business-friendly laurels, other regions face challenges.
California and New Jersey, for instance, have been criticized for their high tax policies, which have dampened their business appeal.
Site selectors have identified labor shortages, affordable housing, and upskilling as impending workforce challenges, suggesting that even the South cannot rest on its laurels.
