
In what can only be described as a dramatic twist in the theater of global defense, Russia finds itself grappling with a self-inflicted conundrum.
The nation, long regarded as a titan in missile technology, is stumbling over its newest intercontinental ballistic missile (ICBM), the RS-28 Sarmat—dubbed “Satan 2” by NATO.
The irony here? Russia’s predicament is largely due to its own aggressive actions against Ukraine, a country that once held the key to its missile prowess.
For decades, a significant portion of the Soviet—and later Russian—missile development expertise was housed in Ukraine.
When the Soviet Union disbanded in 1991, Ukraine inherited not just independence, but a treasure trove of missile and nuclear technology know-how.
This expertise continued to benefit Russia in its ICBM endeavors until 2014, when Russia’s annexation of Crimea led to a severance of these critical ties.
Fast forward to 2022, and Russia’s full-scale invasion of Ukraine only served to further isolate it from the Ukrainian missile expertise it once leaned on.
Timothy Wright, a missile expert at the International Institute for Strategic Studies, notes, “Historically, a lot of the ICBM manufacturing plants and personnel were based in Ukraine.”
This historical intertwining of expertise has left a noticeable void in Russia’s current capabilities.
The decision to employ a liquid-fueled system in the Sarmat missile—after decades of relying on solid-fueled ICBMs—appears to be a particularly perplexing choice.
Wright describes it as “a really weird choice,” given that such technology was previously within the Ukrainian purview.
This shift, coupled with a lack of recent Russian experience in liquid-fueled ICBMs, has resulted in a string of technical setbacks.

With many of the original experts retired, deceased, or residing in Ukraine, Russia’s current talent pool seems ill-equipped to tackle the challenges of the Sarmat project.
Indeed, Russia’s RS-28 Sarmat has suffered multiple testing failures, including a catastrophic test in September that left a crater at the Plesetsk Cosmodrome.
The geopolitical ramifications of Russia’s strained missile program are profound.
While the nation continues to ramp up missile production, the loss of Ukrainian expertise—coupled with international sanctions and a beleaguered economy—casts a shadow over its long-term strategic capabilities.
The Russian space agency, Roscosmos, has already lamented the financial toll of canceled international contracts, which amount to nearly $2.1 billion.
Ukraine, on the other hand, has proven resilient.
Despite predictions of a defense industry collapse, it has burgeoned, with local companies and major Western manufacturers stepping in.
This resilience not only underscores the strategic miscalculation of Russia’s aggression but also highlights the shifting landscape of global defense alliances.
As Russia grapples with these challenges, one cannot help but ponder the broader implications.
